-gram of 31st. of January, 1910. Your Lordship will see

that a repetition was obtained without result. I regret

that I did not appreciate that a telegraphic reply was

expected. It would har e been difficult to inform Your

Lordship how the matter stood in the compass of a telegram.

from my Despatch of 8th. March, 1910, how this matter now

stends. I enclose copy of a further letter from Senor

Pescio of 4th. February, 1910, who informs me that Sir

Clifton Robinson has been"delegated to make the necessary

investigations" by Sir R. Perks during his visit to Hong-
